While the cream cheese mixture is chilling, melt 25 caramels and 1/4 a cup of milk in a saucepan over low heat. When everything is nice and melted, pour it over the chilled cream cheese mixture and spread it out evenly. Place the dish back in the fridge for 2 hours, or until the caramel layer is set.
